Carroll Valley successfully defended the challenge to its residential sprinkler ordinance brought forward by the Pennsylvania Builders Association. The Department of Labor & lndustry Secretary, Steven Schmerin, said in his order, "The Borough of Carroll Valley may begin to administer and enforce the ordinance, effective immediately." This project was started in early 2004 by Ed Kaplan, Kevin Koons, and Dave Millstein, and has taken a full year with an enormous effort put forth by all involved. This is a great start to the type of proactive planning we hope to see not only in our own coverage area, but throughout the country as well.
